Dr. Joe Samuel Ratliff, Chairman of the Board of Directors for the Brentwood Community Foundation, is a visionary leader deeply committed to educational empowerment.
Understanding the financial challenges many Houston-area students face in pursuing higher education, Dr. Ratliff sought to create a lasting initiative that would provide meaningful support.
Inspired by the African proverb, “It takes a whole village to raise a child,” he assembled a group of dedicated advocates who shared his passion for investing in the next generation
In 1982, under the leadership of Ester Brown, the Brentwood Scholarship Committee was established.

The inaugural fundraising luncheon and fashion show was held at Houston’s Élan’s, drawing 500 attendees.
The event’s success enabled the committee to award scholarships to more than 30 high school graduates, each receiving $300 to help cover the costs of books, travel, and other college expenses. Over the years, the annual luncheon and fashion show grew in scale and impact, welcoming over 1,500 patrons and significantly increasing its financial reach.
To date, the program has awarded more than 3,750 merit-based scholarships and grants, exceeding $2,000,000 in direct support to students.
Despite challenges brought on by the global COVID-19 pandemic
The Scholarship Committee remained unwavering in its mission. While the annual fashion show was discontinued, the program continued to evolve, ensuring that financial assistance remained available to students striving to achieve their academic dreams.
Now, after 43 years….
The Brentwood Community Foundation Scholarship Program continues to be a beacon of opportunity, investing in our future with unwavering dedication. The program’s success is made possible through the generosity of patrons, corporate partners, and community supporters who embody the true spirit of educational advocacy.
As we look ahead, the BCF remains committed to expanding its reach, fostering new partnerships, and equipping even more students with the resources they need to excel.
